Beijing has deployed its maritime law enforcement into the waters of the Diaoyu islands and unmanned aerial vehicles past remote Japan's territory as Beijing escalates strains over the Japan's leader's remarks regarding Taiwan.

Rights Enforcement Activities

On Sunday, the China's maritime patrol announced that its vessels conducted a “lawful patrol operation” through the territorial seas of the Diaoyu islands, which are administered by Japan but also asserted as territory by China.

“China coast guard vessel 1307 formation performed surveillance within the maritime jurisdiction of the Senkaku islands. This was a legitimate rights enforcement activity undertaken by the China coast guard to protect its sovereign claims,” the statement said.

Bilateral Tensions

Beijing and Tokyo have consistently clashed around the islands but the recent developments come amid an intensifying diplomatic spat after the Japanese prime minister, Sanae Takaichi, told parliament that if Beijing assaults the self-governing island of Taiwan it might provoke a military response from Japan.

That provoked a furious reaction from China, which has indicated it demands a withdrawal from Takaichi.

Taiwan's Position

China claims the island as its own territory and intends to annex it under what it describes as “unification”. It has left open the military option. The island's administration and people categorically refuse the idea of Beijing's control – choosing to preserve the current situation without explicitly declaring themselves independent, but vowing to defend themselves if required.

An military assault by Beijing would threaten to spiral into a international confrontation, potentially involving the US and other partner nations including Tokyo, which has territory just 110km (68 miles) from Taiwan.

Military Activity

In Taiwan, the defence ministry said on Sunday morning that it had observed 30 Chinese military aircraft, multiple naval vessels and one “official” ship, which was likely the coast guard, operating around the territory over the past 24 hours.

Official charts released showed up to three drones flying between Taiwan and the Japanese islands off its northeastern shoreline, appearing to go particularly close to the nearby Japanese island. PLA movements there are not rare, but uncommon, and Beijing's defense operations in the island's ADIZ generally has been minimal in the past month.

Earlier this weekend, the defense officials said China had been carrying out another “joint combat patrol” to “harass the airspace and sea around us”. It noted Taiwan had sent its own aircraft and ships to track the developments. Taiwan reports such Chinese patrols a couple of times a month as part of what Taipei says is an ongoing military pressure campaign.

Diplomatic Pressure

Japan has been experiencing increased strain from China since the Japanese official made her remarks, with Beijing's diplomatic representative in Osaka triggering an official complaint from Japan by stating that “the dirty head that sticks itself out must be cut off”.

China then summoned the Japanese ambassador for the first occasion since 2023, and China’s defence ministry stated that any Japanese intervention would be doomed to fail.

Travel and Education Advisory

On Friday, China advised its people to avoid visiting Japan, leading Japan to request China to take “appropriate measures”, though it did not elaborate.

Three Chinese airlines announced this weekend that flights to Tokyo could be cancelled without penalty.

Adding to the tensions, Beijing's administration on Sunday advised students to rethink education plans in Japan, citing what it described as an volatile safety situation.

Although not an outright prohibition, a dramatic reduction in the population of learners from China could have a detrimental effect on Japanese universities. A historic high of over 336,000 international students were enrolled in Japanese schools last year, according to official data. They featured over 123,000 learners from China – by far the single biggest group.

Official Commentary

Late on Saturday, a official press commentary accused Takaichi of staging a diplomatic maneuver that was “both reckless and fundamentally flawed”.

“A conflict between Japan and China would not be a limited skirmish; it would probably involve other nations, including the US, and could rapidly escalate to a major confrontation with severe repercussions.”

Strategic Positions

The administration in Taipei says the island's residents alone determine their destiny. Officials in Tokyo have traditionally refrained from publicly mentioning Taiwan when discussing such scenarios, maintaining a “deliberate vagueness” also favoured by Tokyo’s main security ally, the US.

Nevertheless, Beijing's governing party says the incorporation of the island with the People’s Republic of China is “unavoidable”, and portrays dissent as provocative. As it moves towards being capable of military annexation, China has also been escalating its non-military activity and its statements towards the island.
